Without knowing what exactly was stated in each of those pictures, it is impossible to deduce Perry’s motives. He could have just as easily been complaining about a situation, which would give a grimacing face from the person complaining, as well as an unthreatened expression from the person on the receiving end, as is the case in most of the pictures. To say that Perry should be handcuffed and subdued, is completely irresponsible, with respect to being ignorant of the audio.

Why can we only see stills of this encounter? Is the video copyrighted / unavailable for public viewing? Without viewing a (complete) clip in real time, it’s hard to interpret what’s actually happening, or assess whether or not a threat was made.
Perry’s body language is aggressive, bordering on menacing, but that’s all I can take from these stills. Can’t we see a video of this encounter?
